Site Development

Utter specializes in the reconfiguration of terrain to meet land-use requirements. Our earthwork teams have moved mountains of dirt to create or cap landfill operations. Such earthwork projects can be in conjunction with:

  • Site development for residential or commercial construction
  • Removal of soils to create a hard-shell clay "bowl" for land-fill materials
  • Installation of clay, then compacting to specifications

Utter Construction was the successful bidder in 2009 for a high profile landfill construction project in Northeast Ohio. This project, totaling over $13,000,000, has included working in an active surface coal mine, along with many other hurdles to overcome. We were tasked with creating our own materials for the project. By blasting 500,000 cubic yards of rock from the old coal mine high wall face, we were able to successfully shape the high wall for stable use as the side of the future landfill. We also procured the proper licensing and permitting from OEPA to crush and screen over 300,000 cubic yards of this material and clay borrowed from the coal mine. We also built a “vertical” liner against this high wall that consisted of 2 feet of gravel, 5 feet of the crushed 0”-2” material, and 3 feet of the processed clay. This was placed on a 0.4 to 1 slope. We have also moved a “pre-load” three times, consisting of 250,000 cubic yards each, which is a surcharge to settle the sub-grade of an old ash pond we constructed the landfill on top of. In total, Utter Construction had moved over 1.3 million cubic yards of material for this project within 11 months. There have been over 70,000 man hours worked at this particular site, with no safety or environmental occurrences. Several OEPA and MSHA inspections have been successfully navigated on this project as well.
